Cantwell opponent repeats myths, overstates case on health law

m: U.S. Senator Maria Cantwell voted to take away our choice of doctors, forcing us to ensure that they are mandates to buy and our choice of treatments to give an unelected board of bureaucrats, said Michael Baumgartner, a Republican senator who Cantwell running to loosen.
What we found: Mostly false.
In an e-mail to supporters last month, the freshman lawmaker from Spokane generated favorite GOP attacks on the 2010 federal health care overhaul - the Patient Protection and Affordable Care Act - some of which have been repeatedly refuted by fact checkers.
Baumgartner accused Cantwell, a Democrat, in the hope that voters forget the act stands for "the government taking over our health." That oft-repeated line earned the newsgroup Fact Politi's 2010 Lie of the Year.
The law introduces new regulations, but largely based on the current free market health care to the number of Americans covered by private insurance rates increase. In fact, the liberal-supported "public option", known as "Medicare for everyone," did not make it in the law.
Aside from that, Baumgartner makes three specific statements about the support Cantwell's health law, including that "force Cantwell voted for us in the assurance that mandates they buy."
By that Baumgartner said, he meant the law "both mandates we buy insurance mandates and what kind of insurance we can buy."
His first point is true. Unless they are among the millions of people exempt groups (Native American tribes, undocumented immigrants, the poor), the Americans in 2014, carry health insurance to financial sanctions.
But Baumgartner overstated the case in claiming that the federal government, the nature of the plans that private insurers can sell dictation.
The Affordable Care Act imposes a number of specific coverage rules. Health plans, for example, must pay for routine vaccinations or preventive services without co-pays, to mental health, maternity, emergency and outpatient services to cover, and to top it off patients yearly out-of- pocket expenses.
What's more, bald catastrophic plans with high deductibles can be sold only to people younger than 30 or very little income.
The rules are intended to protect patients from poor, inadequate coverage, says Karen Pollitz, a senior fellow at the Kaiser Family Foundation, an independent health policy think tank in Washington, DC
"There really is junk out there," Pollitz said.
Such government regulation of health insurance is not unprecedented. Washington state, for example, requires health plans to allow patients to chiropractors, acupuncturists and naturopaths to see for the services concerned.
Pollitz, however, that under the Affordable Care Act, last benefit designs will be left to insurers and employers, and not the government. So while the law provides insurance should cover prescription drugs, for example, is for the carriers to decide which drugs they will cover and at what level.
And despite the many federal dictates, consumers will still have a range of choices in healthcare plans. They range from "bronze" plans that only 60 percent of medical costs to cover "platinum" or richer plans with up to 94 percent coverage.
Health Savings Accounts, which pre-tax plans with high deductibles will also be allowed.
Baumgartner's second complaint that the law will reduce the choice of doctors, is a stretch. He says that the law imposes price controls and regulations that will inevitably lead to restrictions on provider choices.
To back up his point he mentioned a 2010 article in The New York Times on insurers offering plans that patients to smaller networks of doctors and hospitals in exchange for lower premiums to a minimum.
Insurers are testing the plans in anticipation of a new insurance exchanges authorized by law, the consumer will be able to comparison shop for private coverage.
