Lord Walton asks questions on health insurance

In the House of Lords, Lord Walton, a former chairman of the General Medical Council, tabled two parliamentary questions.
The first asks whether the government has restrictions imposed by BUPA and other private insurers on the choice of consultant or hospital where insured patients can be identified, regardless of the advice of their doctor, and the impact on the health examination.

This follows the launch of the BUPA open referral process to private medical insurance. Instead of referring patients directly to a consultant physician to complete an open referral form provided by the insurer simply stating the nature of the condition or procedure, but without naming a consultant. Patients contact Bupa for your authorization and, provided it is covered by their policy, get a short list of Bupa recognized consultants who can see them get.
Lord Walton's point is that Bupa claims are in direct contradiction to the findings of the Office of Fair Trading market study into the private health care: "In their submission to the OFT market study PMI providers indicated that they were not sufficiently detailed information about owning quality of the care provided by consultants who are recognized and were in most cases unable to counsel patients further information regarding the consultant specialty and location. "
Geoffrey Glazer of Federation of Independent Practitioner Organisations (FIPO) says: "Bupa has a number of statements about the variation in clinical practice between specialists, but has never been able to hard data to the claim that this leads to better results support production. The implication that the approved consultant is of higher quality is totally unfounded. In fact, only those consultants who have agreed with the insurers amount of the fees on the list of approved consultants, effectively limiting patient choice . "
The second question asked what the opinion of the Government in the degree of Bupa and other private health insurers to exclude pre-existing conditions of the cover, and its impact on health care.
